A Launch With a Guest List
OpenAI rolled out GPT-5.6 as a three-model lineup — Sol, the flagship; Terra, the balanced one; and Luna, the faster, cheaper option. Sol brings beefed-up agentic chops in coding, biology, and cybersecurity, complete with "max" and "ultra" reasoning modes. Impressive on paper — which is precisely the problem.
At the Trump administration's request, OpenAI limited the initial rollout of all three models to "a small group of trusted partners," with that list shared with the government. The stated reasons were safety and cybersecurity concerns, though specifics were thin on the ground. It's not an isolated move, either: the administration had recently placed similar limits on Anthropic's Fable 5.
Temporary Favor or New Normal?
OpenAI complied — but made a point of not loving it. The company called the restriction temporary, promised broader access "within weeks," and pushed back on the precedent: "We don't believe this kind of government access process should become the long-term default. It keeps the best tools from users, developers, enterprises, cyber defenders, and global partners who need them."
That tension is the real story. Dean Ball, a former White House AI adviser now joining OpenAI, noted that a recent Trump executive order has effectively created an involuntary licensing regime for frontier AI. In other words, "the government approves who gets the model" may be drifting from one-off emergency toward standard operating procedure — and the companies building the models are not thrilled about who's holding the clipboard.
Powerful AI invites oversight; that's not inherently sinister. The question is whether "trusted partners only" stays a rare exception or quietly becomes the front door. Either way, the most capable model of the week is one most of us can't actually touch — and that's a headline in itself.
